Celostátní prezentační seminář "Uplatnění Metodiky místních Agend 21 v rámci ČR"
Co ovlivňuje kvalitu našeho života, jak budeme žít za 20 a více let a jak budou žít naše děti? Jaký bude rozvoj našeho města, obce či regionu za 50 let? Je současný rozvoj dlouhodobě udržitelný?
To jsou otázky na které bychom rádi znali odpověď. Budoucnost může být ovlivněna mnoha faktory, ale tím nejdůležitějším jsme my sami. Co tedy dělat, aby byla pro nás i děti našich dětí dobrá?
Návodům jak přistupovat k rozvoji obcí a měst, regionů i států se věnuje celá řada organizací na národní i mezinárodní úrovni. Mluví se o principech tzv. udržitelného rozvoje - tedy principech, které pokud je budeme uplatňovat, nám pomohou zajistit kvalitní život nejen teď, ale i bližší a vzdálenější budoucnosti.
Nástrojem, jak uplatnit principy udržitelného rozvoje v praktickém životě, je místní Agenda 21, neboli program rozvoje regionu / obce pro 21.století. Místní Agendy 21 vycházejí z programového dokumentu Agenda 21 přijatého na Konferenci OSN o životním prostředí a rozvoji v r. 1992. Místní Agendy 21 jsou procesy, ve kterých se uplatňuje strategické plánování, propojení aspektů ekonomických, sociálních a ekologických a ve kterých má veřejnost možnost ovlivňovat plánování a realizaci plánů. Místní Agendy 21 ovlivňují životní úroveň místních obyvatel a pomáhají komplexnímu přístupu řízení společnosti.
Místní Agendy 21 (MA21) jsou rozvíjeny nejen v zemích Evropské unie, ale po celém světě. V obcích a regionech ČR však nejsou principy udržitelného rozvoje stále ještě nedostatečně uplatňovány, a tím je ohrožena stabilita rozvoje. Je proto třeba rozšířit pojem a implementaci MA21 do většiny obcí, měst a regionů. Uplatnění principů udržitelného rozvoje je také jednou z podmínek získání zdrojů z EU i dalších mezinárodních sdružení. EU v roce 2001 schválila Strategii udržitelného rozvoje.
Český ekologický ústav, Ministerstvo životního prostředí a Národní síť Zdravých měst ČR vydali dosud chybějící publikaci Metodika pro místní Agendy 21 v ČR, která shrnuje všechny dosud získané praktické zkušenosti s uplatňováním principů udržitelného rozvoje v ČR prostřednictvím místních Agend 21.
Metodika je jedním z výstupů v březnu dokončeného projektu "Širší podpora místních Agend 21 v ČR s využitím zkušeností z Velké Británie". V rámci projektu byla vybrána tři zkušební (pilotní) místa: město Kladno, region Děčínska a mikroregion Poodří (chráněná krajinná oblast), ve kterých byl uplatněn proces místní Agendy 21. Metodika shrnuje také zkušenosti ze Zdravých měst ČR. Projekt finančně podpořilo britské Ministerstvo pro mezinárodní rozvoj (DFID).
Metodika, která je k dispozici v elektronické podobě na webových stránkách Oddělení EVVO ČEÚ - www.ceu.cz/edu/ma21/ma21.htm (odkaz MA21), vyšla nyní i tiskem a je možné si ji objednat e-mailem na Mgr. M. Romanová. Spolupracovali na ní Český ekologický ústav, Národní síť zdravých měst, Ministerstvo životního prostředí a další odborníci.
Jako součást představení Metodiky pro místní Agendy 21 v ČR připravilo Ministerstvo životního prostředí, Český ekologický ústav, Národní síť Zdravých měst, obcí a regionů ČR a Britské velvyslanectví celostátní prezentační seminář "Uplatnění Metodiky místních Agend 21 v rámci České republiky".
Seminář se uskuteční pod záštitou Mgr. Stanislava Grosse, 1. místopředsedy vlády a ministra vnitra, JUDr. Cyrila Svobody, místopředsedy vlády a ministra zahraničních věcí, PhDr. Petra Mareše CSc., místopředsedy vlády pro výzkum a vývoj, lidská práva a lidské zdroje a předsedy Rady vlády pro udržitelný rozvoj, RNDr. Libora Ambrozka, ministra životního prostředí, JUDr. Pavla Němce, ministra pro místní rozvoj a MUDr. Marie Součkové, ministryně zdravotnictví.
Seminář je určen představitelům krajů a obcí s rozšířenou působností v ČR. Ti zde budou seznámeni s konkrétními přínosy uplatnění principů udržitelného rozvoje prostřednictvím místních Agend 21. Získají praktické informace, jak místní Agendu 21 implementovat a obdrží podklady pro šíření těchto informací do obcí jim svěřených. Získají také informace o národní platformě udržitelného rozvoje a přehled o mezinárodním kontextu a požadavcích uplatnění principů udržitelného rozvoje na místní úrovni. Součástí semináře je diskuze o možnostech obcí a regionů ČR při uplatnění MA21. Vzhledem k zaštítění seminářů výše jmenovanými politiky bude také součástí semináře vyjádření těchto resortů k problematice udržitelného rozvoje.
Vzhledem k charakteru seminářů, počtu účastníků a dostupnosti místa konání se semináře uskuteční ve čtyřech městech: Brno (4. 11. 2003), Olomouc (6. 11. 2003), Děčín (11. 11. 2003) a České Budějovice (25. 11. 2003). Finanční zabezpečení tohoto projektu poskytne britské Ministerstvo pro mezinárodní rozvoj.
