„Nesnažme se z města udělat vesnici,“ říká zpracovatel nového územního plánu
Napravit dědictví poválečného vývoje města, zbavit se jednoúčelových ploch či lépe využít potenciálu historických parků a řek. Tyto a další ambiciózní plány jsou součástí strategie, s níž se chce brněnská firma Knesl + Kynčl architekti pustit do vytvoření nového územního plánu Olomouce.
Hlavní motto renomovaných architektů, kteří obstáli v náročné konkurenci dalších čtyř uchazečů o tuto zakázku, zní: „Územní plán má rozvoj města podněcovat, ne být jeho překážkou.“
Společnost Knesl + Kynčl architekti vybrala v rámci výběrového řízení Rada města Olomouce na konci června letošního roku. Radní oslovil především způsob řešení zakázky a také to, že firma má řadu zkušeností s obdobnými pracemi na území města Olomouce. Základní principy jejího přístupu k tvorbě nového územního plánu Olomouce lze rozdělit do pěti hlavních témat.
První z nich řeší otázku, kam by se mohlo město Olomouc dále rozvíjet. Na to mají architekti jednoznačnou odpověď: „Hranice města už byla definována v osmnáctém a devatenáctém století systémem fortové pevnosti, jejíž úlohu, coby limitu rozvoje a expanze, dnes převzal systém rychlostních komunikací. Hlavním urbanistickým tématem dneška je tak zahušťování stávající struktury, které umožňuje využívání předností města – dobrou pěší mobilitu, rozvoj sousedství a bezpečnost,“ říká Jiří Knesl a dodává: „Město je nejúspěšnější lidská strategie obývání krajiny, nesnažme se z něj udělat vesnici.“
Dalším velkým tématem je snaha o napravení dědictví druhé poloviny dvacátého století, které z města udělalo soubor monofunkčních struktur a v podstatě rozbilo fenomén městského života. „V té době se začalo město dělit na místa pro bydlení, práci a volný čas. Vznikající panelová sídliště degradovala části města na noclehárny víceméně bez dalšího zázemí, podobně výrobní a průmyslové areály uzavírají a zneprůchodňují značnou část města. To je nutné odstranit a vrátit se k původním polyfunkčním strukturám, kdy bylo město přirozeně promíšené – bydlelo se zde, pracovalo i chodilo za zábavou,“ vysvětluje jeho kolega Jakub Kynčl.
Neméně důležitým motivem v novém územním plánu by mělo být vzájemné dobré propojení mezi historicky silným centrem a nově vytvořenými subcentry, která by neměla historickému jádru konkurovat, nýbrž jej doplňovat nabídkou každodenních služeb, obchodů a veřejného vybavení.
Samostatnou vrstvu ve městě představují podle architektů řeky Morava a Bystřice a systém historických parků, které doplňují škálu možných veřejných prostorů. „Zapojení řeky do života města – to je další velký úkol, pro jehož realizaci by měl nový územní plán vytvořit podmínky. Nesmíme ale zapomínat ani na to, že řeka může i ubližovat, proto je třeba zaměřit se také na budování kvalitních a funkčních protipovodňových opatření,“ doplňuje Jiří Knesl.
Posledním z hlavních témat je podle něj definování veřejného a soukromého. „Veřejné by mělo být jasně popsáno a měla by pro ně být stanovena přesná pravidla. Naopak privátní by mělo mít stanoveny pouze mantinely ve vztahu ke svému okolí a v podstatně větší míře by zde měla být ponechána volnost pro přirozený růst a rozvoj města,“ dodává.
Dalšími konkrétními tématy, na které se společnost Knesl + Kynčl architekti při přípravě územního plánu zaměří, bude stabilizace a rozvoj podnikatelského prostředí ve městě (nové definování ploch znehodnocených areálů – brownfields), omezení tranzitní dopravy ve vnitřním městě a individuální dopravy v městském centru nebo sledování koncepce rozvoje městského centra v pásu mezi třídou Svobody a třídou Kosmonautů.
Nový územní plán začala olomoucká radnice připravovat v loňském roce. Přiměl ji k tomu jednak nový stavební zákon, především ale to, že stávající dokument již nevyhovoval současným požadavkům na další rozvoj města a musel být často měněn.
Současně s pořízením územního plánu spustilo město neobvykle rozsáhlou informační kampaň, prostřednictvím které chtělo do procesu zapojit odbornou i laickou veřejnost. Olomoučané tak měli řadu možností vyjádřit se už k návrhu zadání, čehož řada z nich využila v rámci veřejných diskusí či písemnou formou. Většinu jejich připomínek město v návrhu zohlednilo. Další příležitost se k dokumentu vyjádřit budou mít Olomoučané v dalších fázích jeho přípravy. Letos v březnu pak bylo vypsáno výběrové řízení na zpracovatele územního plánu, z něhož vyšla vítězně právě brněnská firma Knesl + Kynčl architekti. Nový územní plán by měla mít Olomouc v roce 2011, zaplatí za něj zhruba 11 milionů korun, což je o zhruba šest milionů méně, než původně předpokládala.

- V roce 2008 zpracovávala územně analytické podklady a územní studii Olomouce za účelem upřesnění lokalizace rozvojových ploch pro podnikatelské aktivity.
- Firma má zkušenost i s tvorbou územních plánů jiných měst, v poslední době například Kuřimi či Šumperka.
- Z urbanistických plánů byl největším úspěchem projekt pro mexické město Guanajuato, který byl oceněn 1. odměnou v mezinárodní architektonicko - urbanistické soutěži.
