Mezinárodní konference SVOL
Zejména touto problematikou se budou zabývat účastníci mezinárodní konference pořádané Sdružením vlastníků obecních a soukromých lesů (SVOL) ve spolupráci s Ministerstvem životního prostředí ČR a za podpory Evropské komise a European Landowner Organization (ELO) ve dnech 26. a 27. května 2005 v Hotelu Praha.
Na konferenci budou prezentovány aktuální informace o soustavě Natura 2000 v Evropě a v ČR. Účastníci konference budou seznámeni s výsledky úspěšné spolupráce vlastníků lesa a orgánů státní správy ochrany přírody v zemích EU, s přípravou pilotních projektů, které si kladou za cíl zpracování vzoru smlouvy o spolupráci při zabezpečení ochrany stávajících přírodních podmínek v lokalitách zařazených do národního seznamu Natury 2000 a s možnostmi čerpání prostředků na zajištění požadavků ochrany přírody z domácích zdrojů i ze zdrojů Evropské unie.
Zástupci významných nestátních vlastníků lesa v ČR a krajských úřadů budou dále diskutovat se zástupci MŽP o způsobech hospodaření na lesních pozemcích zařazených do národního seznamu, který zahrnuje 863 evropsky významné lokality. Je reálný předpoklad že Evropská komise tento seznam lokalit schválí, a Česká republika tak bude povinna do roku 2012 vyhlásit dotčené lokality za zvláště chráněná území, pokud nebude jejich ochrana zajištěna smluvně. Tímto postupem bude ovlivněno hospodaření na přibližně 27 % veškerých lesních porostů v ČR. To svědčí o skutečnosti, že vlastníci dotčených lesů hospodaří na svém majetku způsobem, který je v souladu s principy trvale udržitelného hospodaření v lesích.
Ministerstvo životního prostředí má zájem podporovat takové činnosti a způsoby hospodaření, které přispějí k zachování stávajících přírodních podmínek. To však neznamená, že by vlastníci lesa měli přestat hospodařit ve svých lesních porostech a ponechat jej přirozenému vývoji. To by totiž mohlo naopak znamenat rozpad lesních společenstev a jejich případnou obnovu v horizontu mnoha desítek let. Lesní porosty v ČR jsou až na plošně malé výjimky výsledkem cílevědomé lesnické činnosti respektující zásady trvale udržitelného hospodaření. Jedná se tudíž o kulturní krajinu, která k zachování svého stávajícího stavu vyžaduje patřičnou údržbu.
Ministerstvo životního prostředí si uvědomuje, že ochranu přírody není možné dlouhodobě zajistit bez pomoci lidí, kteří v daném území žijí a kterých se návrhy na hospodaření v lesních porostech zařazených do národního seznamu bezprostředně týkají. Vlastníka lesa nelze považovat za potenciálního škůdce dochovaného stavu lesa, nýbrž za partnera, s jehož pomocí lze dochovaný stav lesa jeho vhodnou obnovou zachovat i pro příští generace.
Ochrana přírody by měla konkretizovat cíle ochrany v daném území a jednáním s vlastníkem lesa nalézt způsob, jak požadovaného cíle dosáhnout s nejmenšími náklady a bez zbytečných újem. Pokud je v zájmu ochrany přírody hospodaření omezit, je třeba nalézt finanční prostředky a vzniklé ekonomické ztráty vlastníkům lesa uhradit. Zkušenosti ze západní Evropy ukazují, že nelze provádět ochranu životního prostředí aniž by byl dostatečným způsobem zvážen dopad uvažovaných opatření na vlastníky pozemků a na potřebný rozvoj regionu. Spolupráce s majiteli půdy je nejefektivnější a nejlacinější způsob jak lze zájmy ochrany přírody zajistit. Důležitá je nejen komunikace s vlastníky půdy, ale i jejich motivace.
